The Modi government is planning to merge 21 Regional Rural Banks (RRBs) to enhance banking services and reduce costs.
This is part of the fourth phase of merging RRBs. The government aims to reduce the total number of RRBs from 43 to 28. As a result, the accounts of customers from the merged banks will be transferred to other banks.

States Affected by the Merger
According to the Finance Ministry, 15 RRBs will be merged under a new policy that promotes the idea of one state, one RRB.
This will help improve efficiency and reduce operational costs. The states where RRBs will be merged include:
Andhra Pradesh: 4 RRBs
Uttar Pradesh: 3 RRBs
West Bengal: 3 RRBs
Bihar, Gujarat, Jammu and Kashmir, Karnataka, Madhya Pradesh, Maharashtra, Odisha, Rajasthan: 2 RRBs each
In Telangana, the RRBs will merge after the assets and liabilities of the Andhra Pradesh Grameena Vikas Bank are divided between the Telangana Gramin Bank and APGVB.
Reasons for the Merger
The Finance Ministry believes that RRBs serve rural communities best by staying close to them. Merging them into a one state-one RRB system will enhance their effectiveness and lower costs.
A roadmap for this merger has been developed with the National Bank for Agriculture and Rural Development (NABARD).
The Department of Financial Services is also collecting feedback from sponsor banks until November 20.
Background of RRB Mergers
The initiative to merge RRBs began in 2004-05, reducing their number from 196 to 43. The first three phases of this process have already been completed, and the fourth phase is currently in progress.
Objectives of RRBs
Established under the RRB Act of 1976, these banks provide loans and services to small farmers, laborers, and artisans in rural areas.
The Act was amended in 2015 to allow RRBs to raise capital from sources other than central and state governments. Currently, the ownership of RRBs is divided as follows: 50% by the central government, 35% by banks,
and 15% by state governments. The amended Act requires the combined stake of the Center and sponsor banks to be at least 51%.
Views of Bank Unions
Some bank unions, like the AIBOC and AIBEA, have requested that RRBs merge with their sponsor banks. They believe this would enhance the effectiveness of the rural banking system.
