The new facility allows verified pension details to be automatically filled in the card application, reducing repeated data entry and paperwork.

The Ministry of Health and Family Welfare introduced this additional digital facility through an Office Memorandum dated July 17, 2026.

It is intended to help eligible employees complete their healthcare enrolment process more smoothly as they retire.

CGHS Pensioner Card Online: What Has Changed?

Earlier, retiring central government employees had to complete their pension formalities through the Bhavishya portal and separately enter similar details while applying for a CGHS pensioner card.

The integration connects the two systems so that approved pension-related information can be fetched automatically.

The Permanent Account Number (PAN) will serve as the unique identifier for real-time validation and data exchange between the platforms.

This is expected to reduce duplicate information entry, manual intervention and procedural delays.

The government has clarified that the new facility is an additional application route. Employees can still use the existing online application process through the CGHS portal.

How to Apply for a CGHS Pensioner Card Through Bhavishya

Eligible retiring employees can begin the process by logging in to the official Bhavishya portal. They need to open the Services section, select CGHS Card Services and click on the option to log in or apply for a CGHS card.

The applicant will then be redirected to the CGHS website, where the application form will be pre-filled using verified information available on Bhavishya.

The retiree can review the details and make permitted corrections before submitting the application.

After the application is approved by the concerned Additional Director of CGHS, a payment link will be provided.

The prescribed CGHS contribution can then be paid online through the integrated BharatKosh payment gateway.

When Will the Digital CGHS Card Be Generated?

The card-generation process is linked to the completion of the pension formalities. The Head of Office first verifies the pension forms, after which the Pension Payment Order (PPO) is generated.

Once the application receives the required approval and the prescribed contribution is paid successfully, the digital CGHS pensioner card is generated.

The approved card can be downloaded from either the CGHS portal or the Bhavishya portal.

Applicants should check their details carefully before submitting the application. Any mismatch in personal or pension-related information may require correction under the applicable procedure.

What Healthcare Benefits Does CGHS Provide?

The Central Government Health Scheme provides healthcare facilities to eligible central government employees, pensioners and their dependants.

Depending on eligibility and applicable scheme rules, beneficiaries can access consultations, medicines, diagnostic services and treatment through CGHS wellness centres and empanelled hospitals.

For retiring employees, completing the pensioner card process is important for continuing access to eligible CGHS facilities after retirement.

The new digital route is intended to make this transition easier by connecting pension processing with healthcare enrolment.

The government has also clarified that retirees do not have to switch to the Bhavishya-based route if they prefer the existing CGHS online application system. Both options will remain available.

Detailed standard operating procedures, user manuals and operational guidelines are to be made available separately on the official CGHS and Bhavishya websites.

Retiring employees should check these portals for the latest instructions and application requirements.
