Every month, some big and small rules are updated. Several important changes will come into effect from July 1. These include updates related to Tatkal ticket booking, applying for a PAN card,
and credit card bill payments. These changes will directly affect the daily lives and expenses of the common man. Let’s look at what will change from July 1.
Tatkal Ticket Booking Rules
From July 1, Tatkal ticket booking rules will change. IRCTC is ready for this update. According to CMI SK Thakur, OTP verification will be required for booking Tatkal tickets on IRCTC’s official website and mobile app. Your ticket will only be booked after you enter the OTP sent to your mobile number.

New Rules for Credit Card Bill Payment
Some rules related to government and private banks are also changing. ICICI Bank has updated its service charges on some transactions and revised the terms and conditions of its credit cards.
Extra Charges on Online Gaming and Wallet Usage
HDFC Bank has updated its credit card rules. As per the new rule, if you spend more than ₹10,000 per month on gaming apps like Dream11, MPL, or Rummy Culture using an HDFC credit card, you will be charged an extra 1%.
Similarly, if you load more than ₹10,000 in a month into third-party wallets (such as Paytm, Mobikwik, Freecharge, or Ola Money), an extra 1% charge will apply.
Charges on Utility Bill Payments
Banks will also start applying extra charges on utility bill payments. Using an HDFC credit card, if your monthly utility bill payments (like electricity, water, or gas) exceed ₹50,000, an additional 1% charge will be applied. Similarly, a 1% charge will apply if your fuel-related transactions exceed ₹15,000.
New Rule for Credit Card Payments
From July 1, the Reserve Bank of India will implement new rules for credit card payments. All such payments must be made through the Bharat Bill Payment System (BBPS).
This rule will affect major fintech platforms like PhonePe, Cred, BillDesk, and Infibeam Avenues. As of now, only eight banks have enabled BBPS for credit card bill payments.
Charges on ATM Transactions
ICICI Bank will now charge customers for ATM usage. If you withdraw cash from another bank’s ATM more than three times a month, you will be charged ₹23 for financial transactions and ₹8.5 for non-financial ones.
Aadhaar Now Required for PAN Card
If you don’t have a PAN card and want to apply for one, you must now provide your Aadhaar card. The CBDT has stated that from July 1, 2025, an Aadhaar card will be necessary to get a new PAN card.
If you already have both PAN and Aadhaar, it is important to link them. Existing PAN cardholders can link their Aadhaar by December 31, 2025, without any penalty.
