Railway Pension Rules 2026 have introduced a new framework for employees covered by the Unified Pension Scheme (UPS) under the National Pension System (NPS).
Under the rules, eligible railway employees completing 25 years of qualifying service can receive an assured pension equal to 50% of their average basic pay for the final 12 months before retirement.
The Ministry of Railways notified the Railway Services (Implementation of the Unified Pension Scheme under the National Pension System) Rules, 2026 in September.
The framework applies mainly to railway employees appointed on or after January 1, 2004, who have opted for UPS.
 Railway Pension Rules 2026: What Changes
Under the new UPS framework, employees with at least 25 years of qualifying service are entitled to an assured pension calculated at 50% of their average basic pay during the last 12 months before superannuation.
Employees with between 10 and 25 years of qualifying service receive a proportionate assured pension.
A minimum assured pension of Rs 10,000 per month is provided after completing at least 10 years of qualifying service, subject to the applicable rules.
This means the pension amount depends on both the employee’s qualifying service and the applicable pension calculation.
Employees covered by UPS contribute 10% of their basic pay plus Dearness Allowance, while the government also makes a contribution under the scheme.
The rules also provide for investment choices for NPS subscribers covered by the applicable framework.
 Family Pension and Retirement Benefits
The new framework also covers family pension provisions. After the death of an eligible pensioner, the family can receive 60% of the assured pension, according to the rules.
A lump-sum payment is also provided at retirement.
For each completed six-month period of service, the employee is entitled to a lump-sum amount calculated using one-tenth of the total of the last basic pay and Dearness Allowance, subject to the applicable provisions.
The rules also provide eligible employees with an opportunity to switch from UPS back to NPS once during their service, subject to the conditions and time limits specified in the rules.
Who Is Covered Under the New Pension Framework
The UPS rules are primarily applicable to railway servants appointed to railway services and posts on or after January 1, 2004, who have opted for UPS under the NPS framework.
Certain categories, including casual and daily-rated employees and contract staff, are outside the scope of these rules.
The Railway Pension Rules 2026 should therefore not be confused with the separate Railway Services (Pension) Rules, 2026.
The latter govern another pension framework, while the UPS rules specifically deal with the implementation of UPS for eligible railway employees covered by NPS.
 What Railway Employees Need to Know
The new provisions give eligible UPS subscribers a defined formula for calculating their assured pension after retirement.
However, the 50% figure applies to employees meeting the 25-year qualifying-service requirement and is based on the average basic pay of the final 12 months, rather than simply being 50% of every employee’s last salary.
Railway employees should check their appointment date, pension scheme, UPS option status and qualifying service before determining how the rules affect their individual retirement benefits.
