The Textiles PLI Scheme will reopen for new applications from November 1, 2026, giving manufacturers another opportunity to seek government incentives for expanding production in India.
The Ministry of Textiles has also reduced the minimum turnover requirement under Part 2 of the scheme from Rs 200 crore to Rs 100 crore, making it easier for more mid-sized companies and MSMEs to participate.
The application window under Round 4 will remain open until December 31, 2026.
The government has also extended the scheme tenure up to the financial year 2033-34 for applicants approved under this round.
Textiles PLI Scheme 2026: Important Dates
The Ministry of Textiles will accept fresh applications through its online portal from November 1 to December 31, 2026.
Companies interested in participating should submit their applications within this period and follow the applicable scheme guidelines.
The key details are:
Application opening date: November 1, 2026
Last date to apply: December 31, 2026
Application round: Round 4
Revised minimum turnover under Part 2: Rs 100 crore
Extended scheme tenure for Round 4 approvals: Financial Year 2033-34
The application portal is available at pli.texmin.gov.in.
Minimum Turnover Requirement Reduced to Rs 100 Crore
One of the major changes is the reduction in the minimum turnover requirement under Part 2 of the scheme. The earlier threshold of Rs 200 crore has been lowered to Rs 100 crore.
This change is intended to widen participation by allowing more MSMEs and mid-sized manufacturing units to apply.
The minimum investment requirement under Part 2 remains Rs 50 crore, while the revised turnover threshold is Rs 100 crore.
The adjustment could make the scheme accessible to a wider group of manufacturers that meet the investment and other eligibility conditions but may not have qualified under the earlier turnover requirement.
Which Textile Products Are Covered Under the Scheme?
The Production Linked Incentive scheme for textiles focuses on three major manufacturing segments: man-made fibre (MMF) apparel, MMF fabrics and technical textiles.
The initiative aims to increase domestic manufacturing capacity, attract fresh investments and create employment opportunities.
It is also intended to help Indian manufacturers improve their competitiveness and strengthen the country’s position in global textile supply chains.
Technical textiles are specialised products designed for specific functional uses across different industries. MMF apparel and fabrics, meanwhile, are made using man-made fibres rather than relying only on natural fibres.
Through the incentive programme, the government aims to encourage companies to establish or expand manufacturing operations in these targeted segments.
Existing PLI Participants Can Also Move to Round 4
The revised rules also provide an opportunity for certain companies already participating in earlier rounds of the scheme.
Companies approved under Rounds 1, 2 and 3, across any part of the scheme, can migrate to Round 4 if they have not claimed or received any incentive so far.
However, migration is subject to the withdrawal of their existing applications under the earlier rounds, wherever applicable. Companies considering this option should review the relevant conditions before proceeding.
Scheme Tenure Extended Until FY 2033-34
The government has extended the tenure of the Textiles PLI Scheme up to Financial Year 2033-34 for applicants approved under Round 4.
The longer timeline is intended to give approved companies more time to establish manufacturing capacity, make investments and scale up operations.
For manufacturers planning to apply, the November 1 to December 31 application window is important.
Businesses should check the revised eligibility conditions and complete the application process before the deadline.
