NPS to OPS Migration Rules have been revised by the Central Pension Accounting Office (CPAO) under the Ministry of Finance to simplify pension processing in eligible cases involving the death or disability of government employees.
The revised Standard Operating Procedure (SOP), issued on October 19, 2026, aims to address procedural difficulties and make the migration process smoother for pensioners and family pension beneficiaries.
The revised instructions apply to eligible legacy National Pension System Additional Relief (NPS-AR) cases covered by the existing rules.
They do not mean that the government has announced a general restoration of the Old Pension Scheme for all NPS subscribers.
NPS to OPS Migration Rules: What Has Changed?
The revised SOP replaces the earlier procedure issued on September 17, 2025.
According to the CPAO, the changes are intended to make the migration process easier and improve coordination among the offices responsible for pension authorisation and payment.
Under the applicable provisions of the Central Civil Services (Implementation of National Pension System) Rules, 2021, eligible cases involving death or disability can be processed for benefits under the relevant pension rules.
The revised procedure focuses on regularising provisional pension and family pension payments and issuing regular Pension Payment Orders (PPOs).
It also defines the responsibilities of the authorities involved, including the CPAO, Pay and Accounts Offices (PAOs), Heads of Office and pension-processing units of authorised banks.
How Will the Revised Pension Process Work?
The process begins with the CPAO sending scanned copies of the existing Provisional Pension Payment Orders (PPPOs) to the concerned PAO.
The PAO then obtains the employee’s Service Book and other relevant documents from the Head of Office.
After checking the available records, the PAO prepares a regular PPO against the provisional order.
The new PPO retains the relevant earlier PPPO number and Permanent Retirement Account Number (PRAN) for identification and verification.
Once the new PPO and supporting authorisation documents are prepared, they are sent to the CPAO for further scrutiny.
The CPAO checks the details against its records before forwarding the documents to the authorised bank’s Central Pension Processing Centre (CPPC).
The bank’s processing unit then handles the regular pension or family pension payment according to the approved documents and applicable instructions.
This structured process is intended to improve coordination between departments and reduce administrative delays in converting provisional pension arrangements into regular pension authorisations.
What Pensioners and Family Members Need to Do
Eligible pensioners and family pension beneficiaries should keep the employee’s service details and other relevant pension documents available.
They can coordinate with the concerned Head of Office or PAO to check whether the regularisation process has started and whether any additional documents are required.
Once the new PPO is issued and received, the pensioner or family pension beneficiary must return the old PPPO booklet to the bank as instructed.
If the old document has been lost, the beneficiary should inform the pension-disbursing bank and ask about the required procedure.
Beneficiaries should also continue submitting their annual Life Certificate in November, as required under the applicable pension guidelines. The revised SOP does not remove this requirement.
Pensioners should follow instructions from their pension-processing office and bank rather than assume that the new PPO will be issued automatically without any document verification.
Will the Revised SOP Restore OPS for All NPS Employees?
No. The revised procedure is limited to eligible legacy NPS-AR cases involving death or disability under the applicable rules.
It is an administrative change to pension processing, not a blanket decision to move every government employee from NPS to OPS.
The National Pension System is a defined-contribution retirement arrangement, while the Old Pension Scheme provides pension benefits under applicable government service rules.
Eligibility for benefits following an employee’s death or disability depends on the relevant provisions and the option available under the applicable rules.
Employees and family members should therefore confirm their eligibility with the concerned department before assuming that the revised SOP applies to their case.
Why the Revised SOP Matters
For eligible beneficiaries, the revised procedure sets out clearer responsibilities for the offices involved in processing pension documents.
It also requires verification of the new PPO against existing records and coordination with the bank to maintain continuity of pension payments while preventing duplicate payments.
The practical impact will depend on how efficiently the concerned offices complete the required documentation and verification.
Eligible pensioners and families facing delays can contact their Head of Office, PAO or pension-disbursing bank to check the status of their case and identify any pending requirements.
