National Highway Toll Pass rules may offer relief to people living near toll plazas, with an annual pass priced at ₹1,500 reported for eligible local residents.
The scheme is intended to make regular travel around nearby toll points more affordable for people who frequently use the same stretch of highway.
However, residents should check the applicable National Highways Authority of India (NHAI) guidelines and the conditions for their particular toll plaza before applying.
Eligibility, permitted usage and the application process can depend on the relevant rules.
Who Can Get the ₹1,500 Annual Toll Pass?
Under the amended National Highways Fee Rules, the concessional local pass will be available to eligible vehicle owners who live within 20 kilometres of a toll plaza.
The revised rules are scheduled to come into force on November 1, 2026.
The annual fee depends on the location of the toll plaza:
₹1,500 per year for toll plazas outside municipal or local town limits.
₹3,000 per year for toll plazas within municipal or local town limits.
The existing local monthly pass costs ₹360, which adds up to ₹4,320 over 12 months.
Eligible residents using a rural toll plaza could therefore save ₹2,820 annually, while those using an urban toll plaza could save ₹1,320 compared with paying for 12 monthly passes.
Important Eligibility Conditions and Restrictions
Living within 20 kilometres of a toll plaza does not automatically guarantee eligibility.
The vehicle must be registered for non-commercial use and have a valid, functional FASTag.
The concessional pass will apply only to the specific toll plaza for which it is issued.
It cannot be transferred for use at other toll plazas, so commuters should check the rules for the crossing they use regularly.
There are two further restrictions. The pass will not be available on National Highways or expressways that use a closed user fee collection system.
Residents will also be ineligible if a service road or alternative road is available for their use.
The government may revise the annual fees every April 1. Commuters should confirm the applicable rate and eligibility requirements before purchasing the pass.
How Is the Local Toll Pass Different From the FASTag Annual Pass?
The ₹1,500 concessional local pass is different from the nationwide FASTag Annual Pass.
The latter costs ₹3,075 for the 2026–27 period and covers eligible non-commercial cars, jeeps and vans for up to 200 toll crossings on National Highways and National Expressways, or one year, whichever comes first.
By contrast, the local pass is designed for qualifying residents who regularly cross one designated toll plaza.
It is subject to the 20-kilometre residency requirement and the additional restrictions under the amended rules.
Before applying, motorists should verify their toll plaza’s eligibility and the latest application instructions through the official Rajmargyatra platform or the relevant toll plaza.
This can help them select the correct pass and avoid confusing the local concession with the nationwide annual pass.
