LPG Gas Cylinder Rules From November 1, 2026, will keep several existing requirements in place for Indane Gas, HP Gas and Bharatgas customers, including Aadhaar-based biometric authentication for subsidised refills, minimum booking intervals and delivery verification.
Consumers should also watch for the monthly revision of commercial LPG prices, while domestic cylinder prices may remain unchanged.
The new month does not automatically mean that every LPG rule will change.
Most of the requirements reported for November are continuations of existing arrangements, while the actual prices of domestic and commercial cylinders will depend on announcements by oil marketing companies.
LPG Gas Cylinder Rules From November 1: Key Details
One of the most important requirements is biometric Aadhaar authentication for consumers who want to book domestic LPG refills at the regulated retail selling price with applicable subsidies.
The Ministry of Petroleum and Natural Gas made this requirement effective from October 1, 2026.
Consumers who have already completed the authentication do not need to repeat it unless instructed under applicable procedures.
Those who have not completed it may need to finish the process before they can book subsidised refills at the regulated price.
The authentication can be completed through the relevant oil company’s mobile application, at the LPG distributor’s showroom or with the delivery person’s assistance during a cylinder delivery.
Indane customers can use IndianOil ONE, Bharatgas customers can use HelloBPCL, and HP Gas customers can use HP PAY.
The ministry has clarified that customers who do not wish or are unable to complete biometric authentication can register that choice through their oil marketing company’s available digital channels.
In that case, LPG supply may be available at the applicable market price without subsidy, in 5 kg or 10 kg cylinders, subject to local availability and the applicable rules.
LPG Cylinder Prices May Change in November
Oil marketing companies generally review commercial LPG cylinder prices at the beginning of each month.
International energy prices, supply conditions and other market factors can influence the cost of commercial cooking gas.
According to the latest reported figures, the price of a 19 kg commercial cylinder increased in October 2026. In Delhi, it rose to ₹2,810, while Kolkata’s price reached ₹2,954.
Mumbai recorded ₹2,764.50 and Chennai ₹2,983. These are October prices, not confirmed rates for November.
Commercial LPG is widely used by restaurants, hotels, food businesses and other establishments. Any further price revision could affect their operating expenses and, potentially, the cost of food and services.
Domestic LPG prices follow a different pattern. The reported price of a 14.2 kg domestic cylinder in October was ₹942 in Delhi, ₹968 in Kolkata, ₹941.50 in Mumbai and ₹957.50 in Chennai.
No November price increase should be treated as confirmed until the oil marketing companies announce the revised rates. Consumers should check the applicable price in their city before booking a refill.
LPG Booking Intervals and Delivery OTP Rules
LPG customers must also follow the applicable minimum interval between successive refill bookings. According to the latest reported rules, both urban and rural customers are subject to a 25-day interval.
Customers should check their distributor’s instructions and the booking system for their individual eligibility before placing another order.
Another requirement concerns delivery authentication. Customers may receive a Delivery Authentication Code (DAC), usually an OTP sent to their registered mobile number, to verify that the cylinder has reached the intended consumer.
Customers should keep their registered mobile number active and provide the required code to the delivery person when requested.
If the authentication process is not completed, delivery may be delayed or remain incomplete.
Online booking through the oil marketing company’s official app, website or other authorised channels can help customers track refill requests and access account information.
Consumers should use official channels and avoid sharing OTPs with unauthorised callers.
LPG and PNG Connection Rules Continue
Households using piped natural gas (PNG) should also be aware of the existing rules concerning LPG connections.
Under the reported policy, households in areas where PNG infrastructure is available may be required to switch to piped gas under the applicable conditions.
Consumers who switch completely to PNG are subject to a 30-day period to terminate their domestic LPG connection, according to the reported rules.
Customers planning to relocate should check the relevant procedures with their gas distributor before surrendering or transferring a connection.
The government has also introduced digital initiatives to make PNG services easier to access.
However, the availability of PNG connections and the procedures for switching depend on the local city gas distribution network and applicable requirements.
These arrangements are separate from the monthly revision of LPG cylinder prices.
Consumers should confirm local availability and their individual obligations with the relevant provider rather than assuming that the same conditions apply everywhere.
For November, the practical steps for LPG users are to complete any pending Aadhaar authentication, keep their registered mobile number updated, follow refill booking intervals and check official price announcements at the beginning of the month.
