The Pension Fund Regulatory and Development Authority (PFRDA) has made important changes to the rules related to surrendering annuity policies under the National Pension System (NPS).

These new updates mainly provide relief in special situations, especially involving serious health issues.

What Has Changed in NPS Annuity Rules?

Under the new rules, NPS subscribers will now be allowed to surrender their annuity policy and withdraw funds if they or their close family members suffer from a critical illness.

Annuity service providers (ASPs) can now accept and process such surrender requests, but only in specific and verified cases.

This is a major change from earlier rules, where surrender of annuity policies was almost completely restricted.

Old Rule vs New Rule

Earlier, as per a circular issued on October 24, 2024, surrender of annuity policies was not allowed except during the free-look period (initial few days after purchase).

The main goal of that rule was to ensure retirees receive a stable and regular pension income for a long time after retirement.

Now, the updated rule allows some flexibility. However, policies issued before October 24, 2024, will only be eligible if they clearly included a surrender option.

Conditions and Verification Process

Even under the new rules, surrender is not automatic.

The annuity service provider will carefully verify the claim of critical illness based on its medical and policy standards. Only after proper verification will the surrender request be approved.

Also, the proceeds from such cancellation will not be given as free cash. Instead, they must be used to buy a new annuity, either from the same provider or another approved provider.

Why These Changes Were Made

The decision was taken after PFRDA received feedback from subscribers facing difficulties under the strict rules. Many cases involved older policies that originally allowed limited withdrawal options.

There were also repeated requests for permission to surrender annuities in serious medical situations. Keeping these concerns in mind, the rules have now been relaxed in a controlled and conditional way.
