EPS 2026 Rules have introduced a key change in how the Central Government’s contribution to the Employees’ Pension Scheme is calculated.

Although the wage ceiling for mandatory EPFO coverage has increased from ₹15,000 to ₹25,000 per month, the government’s contribution to EPS will remain limited to wages of ₹15,000 per month.

The Ministry of Labour and Employment notified the amendment on October 15, 2026, with effect from September 17, 2026.

The change means that the higher EPFO wage ceiling will not automatically increase the government’s contribution towards employees’ pension accounts.

What Has Changed Under the EPS 2026 Rules?

Under the amended rule, the Central Government will contribute 1.16% of an eligible member’s pay towards EPS, subject to a wage limit of ₹15,000 per month.

This caps the government’s contribution at ₹174 per month for an eligible member.

Previously, the wording of the scheme referred to a contribution of 1.16% of members’ pay, subject to the amount specified by the government.

The amendment now explicitly sets the wage limit at ₹15,000 per month for calculating the government’s share.

The amendment also removes the Central Government from a provision that limits employer and government contributions when wages exceed the applicable wage ceiling.

This aligns the government’s contribution with the specifically stated ₹15,000 limit.

EPFO Wage Ceiling Increased to ₹25,000

The government separately raised the wage ceiling for mandatory EPFO coverage from ₹15,000 to ₹25,000 per month, effective September 17, 2026.

The move is intended to extend social security coverage to more eligible employees earning within the revised limit.

Under the applicable contribution framework, employees contribute 12% of basic wages and dearness allowance, where applicable, towards EPF.

The employer also contributes 12%, which is divided between the Employees’ Provident Fund and the Employees’ Pension Scheme according to the relevant rules.

The employer’s EPS contribution is generally calculated at 8.33% of pensionable wages, subject to applicable scheme provisions and limits.

With the revised wage ceiling, eligible contributions may be calculated using wages up to ₹25,000 rather than ₹15,000.

However, the government’s separate 1.16% contribution remains capped at ₹15,000 in wages. The higher coverage ceiling and the limit used to calculate the government’s contribution are therefore two different provisions.

Will Employees Get a Higher Pension?

The amendment does not automatically guarantee a higher pension to employees. Pension entitlement and the final amount depend on applicable EPS provisions, pensionable wages, pensionable service and individual eligibility.

Employees earning between ₹15,000 and ₹25,000 may benefit from the expanded EPFO coverage if they meet the applicable conditions.

However, the increase in the coverage ceiling does not mean that every employee will receive a higher pension or that the government’s contribution will rise in the same proportion.

Workers should also distinguish between EPF savings and EPS pension benefits. EPF contributions build provident fund savings, while EPS provides pension benefits under the scheme’s rules.

What Employees Should Check Now

Employees should review their salary structure, EPFO membership status and employer contribution details to understand how the revised wage ceiling affects them.

Those who were previously outside mandatory coverage solely because their wages exceeded ₹15,000 may now fall within the revised limit, subject to other eligibility requirements.

It is also important to check official EPFO communications for guidance on enrolment and contribution calculations.

Existing members should not assume that the change to the government’s contribution limit alters their pension calculation automatically.

Overall, the EPS 2026 amendment clarifies that the government’s contribution remains linked to wages up to ₹15,000 per month, even as the broader EPFO coverage ceiling rises to ₹25,000.

The distinction matters for employees assessing their provident fund contributions, pension eligibility and long-term retirement benefits.
